A Multi-Perspective Examination of Japan’s Decarbonization Diplomacy toward Southeast Asia
（東南アジアに対する日本の脱炭素外交の多角的考察）

要旨

Climate change mitigation and the pursuit of net-zero emissions have become central priorities in global governance following the Paris Agreement. Japan faces mounting pressure to transform its energy systems and promote green transformation (GX) both domestically and regionally. Southeast Asia, a region undergoing continuous industrialization and rising energy demand, has consequently become a focal point of Japan’s decarbonization strategy. This article examines Japan’s diplomacy for decarbonization from multiple standpoints and seeks to address two research concerns. First, how has Japan engaged in carbon neutrality strategies toward Southeast Asia? Second, how can its decarbonization engagement be explained as a form of the state’s external policy? With regard to the first concern, the analysis focuses on regional institutional frameworks centered on the Asia Zero Emission Community (AZEC). With regard to the second concern, it investigates Japan’s engagement from the perspectives of state developmentalism, the partnership between Japan and Indonesia, and the function of AZEC as a regional governance institution. Lastly, Kitakyushu’s possible contributions to Japan’s decarbonization diplomacy are explored.

（和訳）気候変動の緩和およびネットゼロ排出の追求は、パリ協定以降、グローバル・ガバナンスにおける中核的課題となっている。日本は、国内および地域の双方においてエネルギーシステムの転換とグリーントランスフォーメーション（GX）の推進を迫られている。東南アジアでは継続的な工業化とエネルギー需要の増大が進んでおり、日本の脱炭素戦略における重要な焦点地域となっている。本報告は、日本の脱炭素外交を多角的視点から検討し、二つの研究課題を探究する。第一に、日本は東南アジアに対するカーボンニュートラル戦略をどのように進めてきたのか。第二に、その脱炭素外交は国家の対外関与としていかに説明されうるのか。このうち第一の課題については、アジア・ゼロエミッション共同体(AZEC)を中心とする地域的制度枠組みに焦点を当てる。第二の課題については、国家開発主義、日本とインドネシアのパートナーシップ、ならびに地域ガバナンス制度としてのAZECの機能という観点から、日本の関与を分析する。最後に、日本の脱炭素外交に対する北九州市の貢献の可能性について考察する。

吉松 秀孝（よしまつ ひでたか） 氏

オーストラリア国立大学Ph.D.。国際東アジア研究センター（現アジア成長研究所）、山口大学を経て2004年から立命館アジア太平洋大学教授。専門は国際政治経済学、東アジア地域研究。アジア成長研究所客員教授およびアデレード大学客員研究フェローを兼務。
